Ukraine has been operating under enhanced mobilization rules for over two years as part of its wartime defense strategy. The government is now preparing additional restrictions for individuals who avoid military service, including limiting access to administrative services, suspending driving licenses, and freezing bank accounts.
Military Ombudsman Olga Reshitilova announced these plans during a Radio Svoboda broadcast. The draft bills outlining the measures have been written but have not yet been submitted to the Verkhovna Rada, Ukraine's parliament. The proposed package is designed to improve efforts to track down those violating mobilization laws, restrict their freedom of movement, and curb their access to certain state services.
“This set of measures should run parallel with a carefully planned, gradual demobilization of military personnel,” Reshitilova said.
Currently, individuals who fail to update their registration data or ignore summons face fines ranging from 17,000 to 25,000 hryvnias, with higher penalties for legal entities. Nonpayment can lead to court-ordered account seizures and driving bans. These existing penalties, along with the newly proposed restrictions, reflect Ukraine's push to tighten mobilization compliance and maintain the country's defense capabilities amid the ongoing war. The introduction of such legislation is expected to spark further public debate over civil liberties and rights.
