Adopting European Union Laws

Ukraine's parliament, the Verkhovna Rada, is accelerating its adoption of European Union legislation to advance the country's membership bid. The head of the parliamentary committee on finance, tax, and customs policy, Danylo Hetmantsev, has pledged to activate a 'turbo mode' to meet a specific accession target. President Volodymyr Zelenskyy has indicated that technical readiness for joining the bloc is anticipated by 2027. This push comes as Ukraine continues its broader geopolitical pivot towards European institutions.

In December 2025, the Ukrainian Cabinet of Ministers approved its negotiation positions for the final two clusters with the EU. All negotiation clusters are expected to be opened by the end of 2026. Kyiv has already completed all necessary internal procedures to open all six blocks of accession talks, marking a significant milestone in the lengthy integration process.

Ukraine's Stance on European Integration

Danylo Hetmantsev emphasized that for success, Ukraine must 'push' its European partners to secure a political decision on an accession date. He expressed hope for 2027 or 2028, noting that locking in this date within a peace package would be a major victory. Hetmantsev also stressed that the implementation of EU laws would proceed swiftly, with the 'turbo mode' reactivated as needed.

Furthermore, he noted that Ukraine's EU membership would guarantee a collective response in case of an attack, thereby reducing the risk of future aggression. President Volodymyr Zelenskyy added that Ukraine and Europe share a common understanding: EU membership is not merely a political choice but a security guarantee for both Ukraine and the entire continent. Thus, Ukraine is taking crucial steps toward integration, striving to become part of the European family.

Accession to the European Union is a strategic priority for Ukraine, as it opens new economic opportunities and enhances regional security. The intensified adoption of European standards underscores the seriousness of the Ukrainian government's intentions and its readiness to meet the conditions required for candidate status. Such steps are likely to positively influence relations with the EU and aid Ukraine's further integration into the European community.
