To join the European Union’s internal market, Ukraine must carry out deep reforms in its labor sector. These changes cover:

  • managing labor migration,

All of these measures must be completed by 2030.

It operates under the URA program, launched by the European Bank for Reconstruction and Development in partnership with the European Union to support key recovery and reform processes in Ukraine. The program is backed by the Multi-Donor Fund for Stabilization and Sustainable Development of Ukraine, with financial contributions from countries including Austria, Denmark, Germany, the United States, and others.
