Ukraine’s Youth Mortgage Program Could Resume in 2027

Extension of the State Housing Program for Young People

Ukraine’s parliamentary Committee on Youth and Sports has proposed extending the State Housing Program for Young People through 2030 and restarting direct funding for subsidized youth loans starting in 2027. The subsidized youth lending initiative has been in place since 2013, but it has not received any state budget allocations since 2015. As a result, youth housing loans have been unfunded for a full decade.

On May 21, the Committee reviewed the 2025 performance report of Derzhmolodzhytlo, the state agency responsible for youth housing. During the session, the agency’s board chairman, Mykola Marchuk, stressed the urgency of resuming program funding. Since the current State Housing Program for Young People is set to expire in 2026, the Committee’s proposal seeks to keep it active for another four years.

Parliamentary Committee Recommendations

In its recommendations, the Committee also calls for restarting direct subsidies for young families and single young citizens to purchase or build homes, with funding to begin in 2027. Additionally, the Ministry of Communities and Territories Development, together with the Ministry of Youth and Sports, would be tasked with designing a new youth mortgage program, modeled on existing schemes for internally displaced persons (IDPs) and veterans.

To support these efforts, the Committee has asked the Ministry of Finance to secure financing from the Council of Europe Development Bank to launch the new program. Furthermore, the Ministry of Social Policy, Family, and Unity will be invited to create a system for partial loan repayment for young families, highlighting the need to help young people solve their housing challenges.

Overall, the Committee’s proposals aim to restore funding for subsidized youth lending and extend the state housing program, which could significantly improve living conditions for young Ukrainians.
