World Bank Delivers $3.35 Billion to Ukraine

Ukraine’s state budget has received $3.35 billion as part of the First Program for Development Policy on Job Creation and Private Sector Growth, implemented jointly with the World Bank. This funding aims to support macroeconomic stability and priority expenditures. The disbursement follows agreements signed on June 24 at the Ukraine Recovery Conference (URC 2026) in Gdańsk. Part of the funds was secured through guarantees from the governments of the United Kingdom and Japan.

To meet the program’s requirements, Ukraine passed 13 laws and 7 regulatory acts. On June 23, the World Bank’s Board of Directors approved a $3.39 billion financing program. The next phase of the initiative targets an additional $1 billion by the end of 2026.

These funds are the result of extensive work by the government and parliament on reforms.

Where will the money go? The financing will drive reforms across several strategic areas, including:

  • Improving public procurement systems
  • Integrating Ukrainian energy markets with European ones
  • Developing factoring and transforming the agricultural sector
  • Supporting veteran-owned businesses
  • Updating housing policy
  • Modernizing vocational and preschool education
  • Implementing a system for monitoring greenhouse gas emissions
