Tokyo-Backed Aid for Ukraine’s Education Sector
Ukraine has secured US$60 million from Japan under the World Bank’s LEARN education project. The release of funds followed Kyiv’s confirmation of the agreed measures, which involved revised standards for financing school shelters and the purchase of buses for students. This support arrives as Ukraine continues adapting its education system to wartime conditions.
The payment is part of a larger US$286 million package arranged through the International Bank for Reconstruction and Development (IBRD), with Japan acting as guarantor. The overall LEARN initiative, budgeted at US$520 million, is designed to create safer and more effective learning environments, upgrade teaching conditions, and reinforce the capacity of Ukraine’s educational institutions.

These resources are essential for maintaining school infrastructure when many facilities face security threats and post-conflict recovery demands. By improving shelter availability and making it easier for pupils to reach classes, the LEARN program contributes directly to the stability and future growth of education across Ukraine.
