Ukraine gained access to EU social fund resources

Ukraine has joined the European Social Fund Plus (ESF+). The association agreement with the Polish partner was signed by First Deputy Prime Minister of Ukraine Yulia Svyrydenko and European Commission representative Roxana Minzatu during the Ukraine Recovery Conference 2025 in Rome.

'This is an important step towards the full integration of Ukraine into the European Union's social policy. Membership gives us access to the fund's resources - more than 700 million euros - for modernizing labor legislation, developing employment services, and enhancing institutional resilience in social policy,' emphasized Yulia Svyrydenko.


Ukraine is now part of the EaSI program (Employment and Social Innovations), which has a budget of 762 million euros for the period 2021-2027.

The opportunities for using the program funds include supporting reforms in employment and social policy, testing and implementing innovations to improve working conditions, developing microfinancing and social investing, exchanging experiences, training, transnational projects, supporting labor mobility, and information campaigns and communication with citizens.

Potential beneficiaries of the program include government institutions, social partners, public organizations, and microfinancing and social investing institutions. Funding can be provided both through the European Commission and through agencies of EU countries.

Ukraine's accession to the European Social Fund Plus (ESF+) opens access to significant financial resources for modernizing labor legislation and supporting social policy. The EaSI program will provide opportunities for reforms in employment and social innovations, facilitate the exchange of experiences, and support labor mobility to address labor market imbalances.
