Ukraine to Keep Daylight Saving Time in 2026, Despite Earlier Repeal Law

Daylight Saving Time in Ukraine

Ukraine will switch to Daylight Saving Time (DST) at 3 a.m. on the night of March 28-29, 2026. This practice is governed by a government decree originally adopted in 1996. Although the Ukrainian parliament previously passed a law to abolish the seasonal time change, it was never signed into effect, meaning the clock-shift procedure will remain in force. The decision highlights an ongoing global debate about the merits of this biannual ritual.

Global Context and Expert Opinion

Out of approximately 200 countries worldwide, around 60 continue the practice of changing clocks, while about 140 either never adopted it or have since abandoned it. The issue has been prominent at the European Parliament level, which in 2019 backed a proposal to end clock changes. In 2023, a group of 67 MEPs revived the topic, calling for a review of the practice.

The American Academy of Sleep Medicine also advocates for the complete elimination of seasonal transitions. They note that Daylight Saving Time disrupts our natural circadian rhythms by reducing exposure to morning sunlight. Professor Karla Finkelstein argues this can negatively impact health, stating that

“Daylight Saving Time disrupts our biological circadian rhythms”

Research has recorded an increased risk of strokes and heart attacks during the first three workdays following the clock change. According to Professor Laura Grant,

“recent studies show that Daylight Saving Time actually increases energy usage”
. This further underscores the need to discuss the rationale for switching between standard and daylight time. Public opinion surveys indicate that a majority of citizens in the U.S. and Europe also express a desire to stop changing the clocks.

These examples may serve as a model for other nations considering a change in their clock-shift policy. The abolition of seasonal time remains a relevant topic for many countries, as discussion of its impact on public health and energy consumption continues to gain momentum. In the context of global efforts to reduce energy use and improve quality of life, the decision to maintain or abandon DST can have far-reaching societal consequences. As practice shows, different countries choose their own path in this matter, taking into account economic, social, and environmental factors.
