Ukraine Confirms Commitments Across 11 Anti-Corruption Policy Areas – Key Details

Ukraine’s Role in the OECD Anti-Corruption Network

Viktor Pavlushchyk, Head of the National Agency on Corruption Prevention (NACP), took part in the Strategic Dialogue of Anti-Corruption Leaders within the OECD Anti-Corruption Network, held in Vilnius, Lithuania. The event brought together representatives from over 20 countries, including heads of anti-corruption bodies, national network coordinators, members of the ACM Secretariat, and OECD experts. This dialogue is part of ongoing international efforts to strengthen integrity and accountability frameworks worldwide.

During the discussions, participants reviewed progress on the ACM’s 2023–2026 work program and began shaping a new framework for 2027–2030. A key outcome was the reaffirmation of commitments across 11 anti-corruption policy areas, which include:

  • Supporting evidence-based and effective anti-corruption policies;
  • Strengthening protections for whistleblowers;
  • Promoting business integrity;
  • Enhancing transparency and accountability mechanisms;
  • Ensuring integrity in public procurement.

A joint statement from the participants is expected to be released soon, serving as the foundation for the OECD ACM’s 2027–2030 program. In his address, Viktor Pavlushchyk emphasized:

“Ukraine’s participation in the OECD Anti-Corruption Network is strategically vital, especially during wartime and the large-scale post-war reconstruction. It allows us to align with leading international integrity standards, which is critical for managing public resources effectively and building trust with potential investors.” — Viktor Pavlushchyk

The commitments also cover:

  • Introducing effective corporate liability for corruption offenses;
  • Stepping up efforts against international bribery;
  • Supporting the independence of anti-corruption and law enforcement bodies;
  • Strengthening the capacity of law enforcement agencies;
  • Protecting civil society;
  • Implementing anti-corruption measures in high-risk sectors.

The Importance of Anti-Corruption Cooperation

By engaging with the OECD Anti-Corruption Network, Ukraine gains access to international best practices and support in its fight against corruption. This is especially crucial amid the ongoing war and reconstruction efforts, as greater transparency and accountability in governance can be key to attracting investment and reinforcing public trust in state institutions. Joint international action against corruption can contribute to Ukraine’s long-term stability and development.

As Ukraine continues to strengthen its anti-corruption framework, the recent submission of the strategic plan for 2026–2030 by the National Anti-Corruption Agency highlights the nation's commitment to long-term integrity measures. This plan, which aligns with the commitments made during the OECD discussions, aims to enhance accountability and transparency.
