Ukraine Unveils €5.4 Billion Energy Resilience Plan, Seeks International Backing

Donor Platform Steering Committee Convenes in Kyiv

Prime Minister Yuliia Svyrydenko opened the 16th meeting of the Donor Platform for Ukraine's steering committee in Kyiv today. She outlined the government's key priorities for bolstering resilience and recovery, with a particular focus on the energy sector and European integration, while highlighting the need for financial backing to implement these plans. This meeting comes as Ukraine continues to defend its critical infrastructure against systematic Russian attacks.

According to Svyrydenko, Ukraine has received over €600 million in contributions to its Energy Support Fund for the current heating season. This crucial assistance has enabled the stockpiling of vital equipment and facilitated rapid repairs following Russian strikes.

“Energy is our top priority. Thanks to our partners' support, we endured the most difficult winter under constant Russian bombardment of our infrastructure,” she emphasized.

Future Energy Security Strategy

The Prime Minister also presented a comprehensive strategy to ensure regional energy stability for upcoming winters, with a total estimated cost of €5.4 billion. Funding for these measures is expected to come partly from national and local budgets. The Ukrainian government is counting on the support of international partners and donors to help finance this ambitious roadmap.

Furthermore, Yuliia Svyrydenko noted that Ukraine is actively working to close all negotiation clusters with the European Union this year.

“Even amid the challenges to our survival, Ukraine is steadily and actively progressing on its European integration path,” she stated.
The goal is to fulfill all requirements to open the clusters and continue accession talks in 2026. This push for EU integration underscores Ukraine's long-term commitment to aligning with European standards and securing its future.

The steering committee meeting represents a significant step in strengthening Ukraine's energy resilience, especially given the ongoing attacks on its infrastructure.
