Ukraine launches emissions trading: what it means for business

Ukraine is actively working to meet climate standards and is trying to integrate them at all levels of government to adapt to European environmental norms. Recently, Deputy Minister of Economy, Environment and Agriculture Pavlo Kartashov announced this at the Municipal Climate and Energy Platform Conference - Covenant of Mayors of Ukraine, which took place in Kyiv on December 12.



Recent achievements in this area include the adoption of the first framework Climate Law, approval of the National Energy and Climate Plan by 2030, adoption of the Nationally Determined Contribution for the reduction of gas emissions, and the launch of a national emissions trading system. In addition, the integration of climate criteria into the public financing system helps to support international financial institutions in Ukrainian climate projects.



In 2025, the Government integrated climate criteria into the evaluation system for public investment projects in accordance with EU approaches and Taxonomy. This has already had a significant effect: international financial institutions are expanding support for projects that undergo climate expertise.


Ukraine demonstrates great activity in working on climate policy and fulfilling its obligations in this area, even under challenging political and economic changes. The mentioned steps confirm the national commitment to creating a sustainable and environmentally safe future for the country.
