Ukraine's Defense Contact Group Meeting at Ramstein
For the first time, Ukraine’s Defense Minister Yevhen Khmara and Commander-in-Chief of the Armed Forces Mykhailo Drapatyi participated in the Ramstein Format Defense Contact Group meeting. During the session, Minister Khmara introduced Ukraine’s comprehensive war strategy, emphasizing the urgent need for increased funding for drones, enhanced air defense systems, and prompt support from allies ahead of the approaching winter season.
Ukraine is finalizing contracts to acquire nearly 1,000 missiles compatible with Patriot systems, backed by partner nations and financed through an EU loan. However, Ukrainian officials stressed that immediate access to missile stockpiles from partner countries is critical before winter arrives. This urgent demand also covers air-to-air missiles and man-portable air-defense systems (MANPADS), essential for countering cruise missile threats and rocket-propelled Shahed drones.
Minister Khmara highlighted, “Russia aims to turn this conflict into a resource competition. But Ukraine refuses to fight by Russia’s rules. Our response lies in intelligence, technology, and speed.”
Funding and Defense Priorities for Ukraine
Meanwhile, Russia plans to mobilize approximately 300,000 troops by the end of 2026, with a similar number anticipated in 2027. In this context, Ukraine is promised €70 billion in security assistance for 2026, of which €62 billion is currently secured. However, an additional €8 billion is required to fulfill all commitments outlined in existing agreements. Ukraine faces a total defense funding shortfall of €23 billion, equivalent to $27 billion USD.
The Defense Minister also underscored the necessity of settling financial decisions by November to ensure tangible results on the battlefield this winter. Ukraine’s war plan integrates combat operations, human resources, defense industry capacity, partner cooperation, and a financial framework to support projected domestic arms production.
Ukraine has established a formidable drone defense zone that effectively halts enemy advances, reportedly neutralizing over 30,000 Russian troops monthly, while Russia has yet to achieve any strategic breakthroughs on the front lines.
The Ramstein Contact Group meeting marked a pivotal moment in strengthening international support amid the ongoing conflict.
