The 'Donnieland' Proposal

Ukrainian negotiators floated the idea of calling a contested area of the Donbas—one that Russia is trying to seize—'Donnieland' as a tribute to Donald Trump. The suggestion, partly made in jest, was aimed at drawing U.S. leverage into the negotiations. The name 'Donnieland' blends 'Donbas' and 'Donald' and was first used by a Ukrainian negotiator. The plan envisioned the territory being administered by a Trump-led 'Peace Council,' but neither Russia nor Ukraine ultimately pursued the initiative.

The area in question is a strip of land roughly 50 by 40 miles, which Ukrainian officials say is home to about 190,000 people. Other sources estimate the population at half that number. The local economy has dwindled to a single functioning coal mine, and the main highway into the region is covered with nets to shield against Russian drones. Talks between Ukraine and Russia stalled in late February over territorial disputes, as the Kremlin demands full legal control of the Donbas.

Stalemate in Negotiations

Ukraine, for its part, rejects any formula that would allow Russian police to patrol the zone. In December, President Volodymyr Zelensky hinted at a possible compromise, such as creating a demilitarized or free economic zone. However, Russian Foreign Minister Sergey Lavrov stated that the Kremlin would only agree if Russian police or National Guard forces patrol the area—a condition Kyiv finds unacceptable.

Another concept that emerged during the talks is the 'Monaco model,' which involves setting up a semi-autonomous mini-state with offshore economic zone status. The phrase 'Monaco model' appeared in draft treaty documents, but 'Donnieland' was only discussed verbally. Zelensky has downplayed expectations of trading land for peace, calling such a scenario a 'big mistake.' Samuel Charap, a political scientist at the RAND Corporation, noted that

“having a Trump brand on a free economic zone, I think, they would likely see as something of a deterrent.”

It’s worth noting that the lead U.S. negotiators—Steve Witkoff and Jared Kushner—are currently occupied with the war against Iran, but Zelensky hopes they will visit Ukraine soon. The Americans, meanwhile, are waiting for sufficient progress before making another trip and plan an additional visit to Russia. One Ukrainian negotiator even created a flag (green and gold) and an anthem for 'Donnieland' using ChatGPT.

This 'Donnieland' initiative highlights the complex and tense dynamics in the Ukraine-Russia talks. The use of a playful term underscores Kyiv’s attempt to draw international attention and support, while also highlighting what it sees as the absurdity of the Kremlin’s demands. Despite the humor, the core issue of territorial control remains central to the conflict, and the next moves by both sides could significantly shape events in the region.

In light of the ongoing discussions about the Donbas region, it's worth exploring another informal suggestion that emerged during negotiations. The concept of a special zone, referred to as Donnyland, highlights the creative approaches Ukrainian negotiators are considering. This proposal, while less formal than the 'Donnieland' idea, reflects the complexities and challenges faced in reaching a peaceful resolution.
