In Ukraine, the State Building Regulations (DBN) regarding fire protection systems have been updated, abolishing the mandatory installation of autonomous fire extinguishing systems at mobile communication base stations. This decision is an important step in simplifying the requirements for the construction and operation of mobile networks, which, in turn, may lead to an improved investment climate in this sector.

The update of the DBN took place in 2023, canceling the requirement for the mandatory installation of fire protection systems that had been in effect since 2014. The request from the company 'Kyivstar' was an important impetus for updating the regulations, indicating the active involvement of telecommunications operators in the legislative improvement process. A study conducted by the State Emergency Service Institute confirmed the low level of fire risk at modern base stations, which became the basis for reviewing existing requirements.

Consequences of abolishing mandatory fire extinguishing systems

The abolition of mandatory fire extinguishing systems has several important consequences:

  • This will free up resources, as funds previously spent on questionable protection systems can now be directed towards covering 'white spots' on the communication map.
  • Reducing the digital divide in Ukraine will be possible through faster and cheaper infrastructure development in remote regions.
  • Ukrainian construction standards now align with the approaches of the European Union, which will promote euro-integration.

The update of the DBN is an important step in the development of telecommunications infrastructure in Ukraine, which may stimulate investment growth in this sector. This also underscores Ukraine's commitment to integration with European standards, which may positively affect international cooperation and attract foreign investment.
