The International Institute for Strategic Studies has released its assessment of the world's largest militaries by personnel for 2026. According to this ranking, Ukraine holds the sixth position with approximately 677,000 active military personnel. The country's defense budget is estimated at around $44.4 billion, with budget figures based on 2025 data.

The World's Top 10 Largest Militaries

Alongside Ukraine, the top ten list includes:

  • China - 2,035,000 personnel, defense budget $251.3 billion;
  • India - 1,501,000 personnel, budget $78.3 billion;
  • United States - 1,340,000 personnel, budget $921 billion;
  • North Korea;
  • Russia - 1,264,000 personnel, defense budget $161.2 billion.

Analysts note that Ukraine's high ranking reflects its significant mobilization in response to the ongoing war. A decree from Vladimir Putin on March 4 established the authorized strength of the Russian army at 2.4 million, of which 1.5 million are military personnel. This marks the fourth adjustment to Russia's official troop numbers since February 2022, representing an increase of 100,000. Prior to the full-scale invasion of Ukraine, the Russian military totaled 1.9 million, including 1.01 million troops.

Since February 2022, the Russian army has grown by 500,000 personnel through presidential decrees. Ukraine's Commander-in-Chief, Oleksandr Syrskyi, has stated that Russia plans to recruit 400,000 contract soldiers by year's end, aiming to increase its contingent in Ukraine to 800,000. However, as reported by The Telegraph, the Russian army is losing approximately 35,000 personnel each month.

IISS analysts emphasize that technology, the size and sophistication of air and naval forces, power projection capabilities, command and control systems, and nuclear arsenals play crucial roles in global military power. They point out that larger and more modern armed forces require greater state expenditure.

This ranking underscores Ukraine's prominent role in the global military landscape, particularly given the ongoing conflict. The growth in Ukrainian troop numbers and defense investments signals the country's preparedness for continued challenges. Meanwhile, the situation with the Russian army, which is sustaining heavy losses, highlights significant strategic and managerial problems. The evolving military dynamics of both nations are likely to have a substantial impact on regional security and international relations.
