Ukraine's Position in Global Arms Imports
According to the Stockholm International Peace Research Institute (SIPRI), Ukraine was the world's largest importer of major arms during the 2021-2025 period. This surge, which saw Ukraine account for 9.7% of all global arms imports, followed Russia's full-scale invasion in February 2022. Military aid has been provided to Ukraine by at least 36 different nations.
The United States has been the most significant contributor, responsible for 41% of all arms deliveries to Ukraine. Germany ranks second, supplying 14% of the total, while Poland is third, providing 9.4%. In a related development, 25 countries have signed agreements with the United States to purchase air defense systems and aerial bombs for the Armed Forces of Ukraine.

The leading global arms exporters for 2021-2025 remain the United States, France, Russia, Germany, and China, collectively responsible for roughly 70% of all international deliveries. Germany, overtaking China, became the world's fourth-largest arms exporter, with approximately 24% of its deliveries destined for Ukraine. Meanwhile, Russia's share of global arms exports plummeted from 21% in 2016-2020 to just 6.8% in 2021-2025. India, China, and Belarus remain the primary buyers of Russian weaponry.
