EU and Ukraine to Establish Joint Task Force to Speed Up Membership Reforms

ЄС та Україна створюють спільну робочу групу для прискорення реформ, необхідних для членства.

Ukraine’s Path Toward EU Membership

Ukraine and the European Union have agreed to form a joint task force aimed at accelerating the country's progress toward fulfilling the criteria for EU accession. This collaborative group will focus specifically on interim benchmarks and critical reforms in the areas of rule of law and anti-corruption efforts. The announcement was made by EU Commissioner for Enlargement Marta Kos following talks with Ukrainian Prime Minister Serhiy Koretsky.

The newly established task force is designed to enhance the implementation of key reforms necessary for Ukraine to join the EU.

“We have agreed to create a joint working group to fast-track progress on interim criteria and advance essential reforms in the rule of law and anti-corruption sectors. This step underscores our commitment to supporting Ukraine’s EU membership journey,” said Marta Kos.

Significant legislative progress has already been made: on October 12, Ukraine’s Verkhovna Rada passed a law unlocking the second and third negotiation clusters related to the country’s EU accession. This follows the completion of bilateral meetings with the European Commission on September 30, 2025, as part of the official screening process assessing Ukraine’s alignment with the EU acquis. Earlier, on June 15, all EU member states agreed to open the first negotiation cluster, titled “Foundations,” for Ukraine and Moldova.

Negotiation Clusters Overview

The initial cluster, "Foundations," addresses justice and fundamental rights, marking the official start of substantive accession talks. Subsequently, five additional clusters are expected to be opened in sequence:

  • Internal Market
  • Competitiveness and Inclusive Growth
  • Green Agenda and Sustainable Connectivity
  • Resources, Agriculture, and Cohesion Policy
  • External Relations

Ukraine is prepared to initiate the remaining clusters this month, although their opening is contingent upon the implementation of relevant reforms by the candidate country.

President Volodymyr Zelensky has expressed optimism that Ukraine will be able to open all negotiation clusters for EU membership by the end of 2026.

“Ukraine aims to have all negotiation clusters opened by the end of 2026,” stated Volodymyr Zelensky.

Maintaining unity and commitment among all Ukrainian stakeholders is crucial to succeeding in this pivotal phase.

“Ukraine ranks among the leading countries making the most significant progress on the path to EU membership,” emphasized Marta Kos.

This development highlights Ukraine’s dedication to European integration, especially through reforms essential for meeting EU standards. The joint task force is expected to play a vital role in supporting this process and reflects the EU’s growing backing. The opening of negotiation clusters and successful reform implementation could profoundly influence the future relationship between Ukraine and the EU, as well as contribute to regional stability and prosperity.

As Ukraine moves forward with its EU accession efforts, the recent launch of the second and third negotiation clusters marks a significant milestone. This development highlights the urgency of the reforms needed to meet EU standards.
