France and Ukraine Forge New Defense Partnership with Joint Arms Production

France and Ukraine Deepen Defense Industry Ties

Ukraine and France are significantly enhancing their cooperation through a new joint arms production initiative. Ukrainian Minister of Defense Mykhailo Fedorov and French Minister of the Armed Forces Catherine Vautrin have signed a letter of intent to establish joint manufacturing on the territory of both nations. This agreement, which marks a strategic shift from simple arms transfers, covers several critical areas of collaboration, including the supply of Mirage 2000 aircraft and air defense systems. This move signals a long-term commitment to Ukraine's defense capabilities as the conflict continues.

The French side has confirmed preparations to transfer Mirage 2000 jets to Ukraine. Minister Fedorov stated that Ukraine anticipates additional deliveries of Mirage 2000-5 fighters from France, highlighting the intent to scale up military cooperation and bolster Ukraine's defensive strength.

Key Elements of the New Agreement

Furthermore, the ministers discussed expediting aircraft deliveries and continuing work on record volumes of AASM Hammer guided aerial bombs. Fedorov emphasized Ukraine's interest in further supplies of the following systems:

  • Samp/T
  • Mistral
  • Crotale

as well as ammunition for them. He proposed joint efforts to enhance the Samp/T system for more effective counteraction against ballistic threats.

Separately, the ministers discussed the provision of long-range strike capabilities, specifically Scalp missiles. The bilateral cooperation also encompasses testing security solutions and developing innovative electronic warfare systems. According to Fedorov, key priorities for defense collaboration were agreed upon, along with financing for joint projects, including through a European Union credit and the Safe program.

This agreement paves the way for large-scale joint ventures within the defense-industrial complex. Mykhailo Fedorov noted that the transition from supplies to co-production is a crucial step that systematically strengthens Ukraine's defense and the security of all of Europe.
