France and Ukraine Forge Pact for Joint Arms Production, Including Mirage 2000 Jets

France and Ukraine Sign Landmark Defense Production Agreement

In a significant move to bolster Ukraine's defense capabilities, the defense ministers of Ukraine and France have signed a Letter of Intent to jointly manufacture weapons within both countries. The document was signed by Ukraine's Minister of Strategic Industries, Mykhailo Fedorov, and France's Minister for the Armed Forces, Sébastien Lecornu, during a meeting focused on arms supplies and collaborative production.

The French side confirmed preparations to transfer Mirage 2000 fighter jets to Ukraine, with discussions centered on accelerating the delivery of these aircraft. This agreement marks a deepening of military-industrial cooperation between Kyiv and a key European power. Negotiations also covered the ongoing process for supplying AASM Hammer precision-guided bombs. The Ukrainian delegation expressed interest in acquiring:

  • SAMP/T air defense systems
  • Mistral missile systems
  • Crotale missile systems
  • and corresponding ammunition for them

Parallel efforts are underway to speed up the production of Aster missiles. The meeting's agenda further included the provision of SCALP cruise missiles and the development of electronic warfare systems.

Ukrainian Minister Mykhailo Fedorov stated, 'We are transitioning from supplies to joint production and long-term solutions that systematically strengthen our defense.'

He added, 'We proposed working together to enhance the SAMP/T system for more effective counteraction against ballistic threats.' Funding for these joint initiatives is planned through an EU loan and the SAFE program.

A Strategic Defense Partnership

This agreement underscores the strategic defense partnership between Ukraine and France against the backdrop of the ongoing conflict. The shift towards co-production represents a critical step in ensuring long-term security and stability for Ukraine, demonstrating sustained international support from its European allies. This collaboration is expected to enhance Ukraine's self-reliance in defense over the long term.
