In an interview with European Pravda, Ukrainian Foreign Minister Andrii Sybiha outlined a proposed 20-point bilateral agreement being prepared by Ukraine and the United States. This plan is a key component of broader security guarantees for Ukraine. The document would involve a separate signing mechanism with Russia, to be facilitated by the U.S., though critical issues regarding occupied territories and the Zaporizhzhia Nuclear Power Plant remain unresolved.

Ukrainian President Volodymyr Zelenskyy has expressed readiness for direct talks with Vladimir Putin. Sybiha emphasized that this peace plan is a crucial element within the framework of security assurances. European partners are also expected to be involved in the peace process and in agreements concerning legally binding security guarantees.

Andrii Sybiha: 'Regarding this 20-point framework, it is currently a bilateral document to be signed by the U.S. and Ukraine. The signing with Russia would then be done by the United States.'

He further clarified, 'Yes, there will be no American [troops],' referring to any potential military presence. Negotiations are ongoing, and the process of shaping the peace plan remains active.
