Expert-Level Talks Begin Between Ukraine and Hungary to Unblock EU Accession Negotiations

Ukraine and Hungary Launch Bilateral Consultations

The foreign ministers of Ukraine and Hungary have initiated expert-level consultations between the two countries. Ukraine’s Foreign Minister Andrii Sybiha stated that Kyiv aims to open a new chapter in its relationship with Budapest, particularly regarding the protection of minority rights in line with European standards. He emphasized that

“Ukraine takes the issue of national minority rights seriously and remains committed to upholding them according to European norms. We recognize this is a matter of great significance.”

Hungary’s Response to Russian Strikes

Hungary has also condemned recent Russian attacks on the Zakarpattia region. Following a massive Russian aerial assault on the area on May 13, Hungary’s Ministry of Foreign Affairs summoned the Russian ambassador. This marks a notable shift in Budapest’s policy toward Moscow, as Hungary’s previous foreign minister, Péter Szijjártó, never summoned the Russian envoy after similar strikes on Zakarpattia.

Discussions are also focusing on Hungary’s strategic interest in Ukraine’s accession to the European Union. Andrii Sybiha noted that

“now is the time to build a solid foundation to open the first EU negotiation cluster this May, and five more in June.”
He added that he and his Hungarian counterpart share a common goal: “to seize this moment and deliver tangible results.” These consultations could mark a significant step in strengthening Ukrainian-Hungarian ties and fostering cooperation between the two nations.

The negotiations reflect both countries’ desire to improve bilateral relations, especially around the protection of national minority rights—a key issue for regional stability. The evolving dynamics surrounding Ukraine’s EU membership bid may also shape future relations between Ukraine and Hungary, particularly in joint efforts toward European integration and security amid current geopolitical challenges.

As these expert-level discussions unfold, Kyiv is preparing a proposal package aimed at redefining its relationship with Hungary. This initiative underscores Ukraine's commitment to addressing minority rights and enhancing bilateral ties, which could significantly influence its aspirations for EU membership.
