Joint Ukrainian-Armenian Commission Holds Talks
Representatives from Ukraine’s Ministry for Restoration, Infrastructure and Transport and the Ministry of Territorial Administration and Infrastructures of the Republic of Armenia met as part of the joint commission on international road transport. The two sides agreed to begin drafting a new bilateral agreement that would set the stage for gradual liberalization of freight services. This session was another effort to deepen transport cooperation and remove hurdles for cross-border freight.
Outcomes of the Session
A key result was a 600-permit increase in the universal-permit quota, equivalent to 30% of the previous quota. That gives Ukrainian and Armenian trucking companies the ability to carry out significantly more international trips. In addition, starting July 14, 2026, Armenia will waive road tolls for vehicles up to 44 tonnes maximum permitted weight registered in ECMT or BSEC member countries, when such vehicles are used for bilateral or transit trips through Armenia under multilateral permits.
For the first time, Ukraine and Armenia also agreed to exchange permits for irregular passenger transport. Serhiy Derkach, a representative of Ukraine’s Ministry for Restoration, Infrastructure and Transport, said:
“Our task is to gradually remove barriers for Ukrainian carriers and create easier working conditions on international markets. The agreements with the Armenian side are another practical step forward. We are launching preparations for a new international road transport agreement, and until it takes effect we are expanding the pool of universal permits. This will reduce business expenses and make freight operations more efficient.”
This package of measures could significantly improve conditions for Ukrainian carriers and support growth in international trade and services. The larger permit quota and road-toll exemption create fresh possibilities for businesses on both sides and may strengthen economic ties between Ukraine and Armenia. Closer cooperation in road transport also marks another step toward connecting Ukraine more deeply with international transport networks.
