On Its Constitution Day, Ukraine Strikes Two Russian Oil Refineries

Attacks on Oil Refineries Inside Russia

During the night of June 28, 2024, which coincided with Ukraine's Constitution Day, Ukrainian forces carried out strikes on two oil refineries located in Russia. The targeted facilities included the Slavyansk refinery in the Krasnodar Krai region and another plant in the Yaroslavl Oblast. Additionally, an attack was reported on an oil stabilization and gas processing site in Krasnodar Krai. The Slavyansk refinery sits roughly 300 kilometers from the front line, while the facility in Yaroslavl Oblast is nearly 700 kilometers away.

Drones were used to hit three separate sites on Russian soil. Satellite data from NASA's FIRMS system detected a large thermal anomaly near the Slavyansk refinery, indicating a significant fire. Owned by the company Slavyansk EKO, this refinery processes around 4 to 5 million tons of crude oil annually, accounting for approximately 9% of the refining capacity in Russia's Southern Federal District. Its output includes vacuum gasoil, fuel oil, marine fuel, and other petroleum products.

Ukrainian President’s Remarks

Ukrainian President Volodymyr Zelenskyy commented on the operation, stating:

“Our warriors started Ukraine’s Constitution Day very accurately.” - Volodymyr Zelenskyy

He further noted that “each of our long-range sanctions reduces the resources fueling the Russian war machine and brings us another step closer to peace.” These attacks highlight the ongoing military campaign and Ukraine’s strategic efforts within the broader conflict.

The strikes on these oil refineries underscore the growing operational reach of Ukraine’s military and its ability to damage critical infrastructure deep inside enemy territory. By targeting assets vital to Russia’s economy, these operations could disrupt resource supplies that support Moscow’s war efforts. President Zelenskyy’s comments suggest that Ukraine remains focused on diminishing Russia’s military capacity, emphasizing the role of such missions in the prolonged confrontation.

These recent strikes are part of a broader strategy, as evidenced by a recent long-range attack on an oil refinery near Moscow, which further demonstrates Ukraine's increasing capability to hit critical infrastructure within Russia.
