Ukraine Engages in Defense Talks with Gulf Nations and the US
Ukraine is in active discussions with the United States and nations of the Persian Gulf, aiming to broker deals involving counter-drone expertise, funding for its defense industry, and drone technology. According to Politico, no final agreements have been reached on any of these fronts, a fact confirmed by two senior Ukrainian officials.
A Proposed Exchange of Expertise and Assets
In negotiations with Gulf states, Ukraine is offering its hard-won experience in downing unmanned aerial vehicles in return for financial investment in its defense manufacturing sector. Ukrainian forces have amassed significant practical knowledge in this area, employing anti-aircraft guns, machine guns, low-cost missiles, and interceptor drones.
A representative from a Ukrainian defense enterprise noted,
"We are seeing significant interest in Ukrainian counter-attack drones from a very wide range of countries, including the United States. This is understandable: Ukraine has created unique, battle-tested solutions for detecting, tracking, and countering this type of threat on a large scale, in real-world conditions."
Separately, Kyiv is exploring a potential exchange of drone technologies with the United States. Meanwhile, Ukraine continues to rely on its allies, particularly the US, for protection against ballistic missile threats. It is known that both the US and Gulf countries are actively expending PAC-2 and PAC-3 missiles for their Patriot systems. Concurrently, a promised €90 billion loan from the European Union remains blocked by Hungary's veto.
Ukrainian President Volodymyr Zelenskyy may leverage his country's drone warfare experience to help counter the threat posed by Iran. A source close to former US President Donald Trump's national security team stated,
"He wants more Patriot missiles, so perhaps he can convince the US to expedite some requests."These negotiations underscore the growing importance of international defense and technology cooperation in the current global security landscape, where drone warfare has become a central feature of modern conflict.
The talks signal a deepening of Ukraine's strategic partnerships with states possessing substantial defense resources and technological capabilities. Sharing counter-drone expertise and drone technology could significantly enhance Ukraine's defensive posture, especially given threats from Iran and other state actors. However, the blockage of EU financial aid could complicate the implementation of some defense plans, highlighting how geopolitical disputes can directly impact security assistance.
