State-Sponsored Preferential Loan Initiative
Launched in 2024, a Ukrainian state program offering preferential loans to the defense-industrial sector has already shown substantial progress. This initiative, managed by the Ministry of Defense, has provided 108 loans totaling 6.665 billion hryvnias to domestic companies. An additional 81 applications for loans worth 6.320 billion hryvnias are currently being processed. The program is designed to support the entire production cycle, from research and development to the serial production, repair, and modernization of military equipment and ammunition.
Program Terms and Conditions
Qualifying manufacturers receive loans at a heavily subsidized annual interest rate of 5%, far below the standard market rate which can reach 23%. The Ukrainian state budget covers the difference between these rates. Eligibility is reserved for enterprises officially designated as critically important for the economy's functioning during a special period within the defense-industrial complex.
