Ukraine has postponed the launch of electronic excises: new deadlines for business

The Parliament of Ukraine has supported the proposal of the Ministry of Digital Transformation to provide businesses with additional time to prepare for the launch of the e-Excise system. This decision was made to ensure the transition from paper excise stamps to electronic ones, aimed at reducing the volumes of illegal tobacco and alcohol circulation.

The testing of the e-Excise system will last until October 12, 2026, and the start of registration in the system is scheduled for October 12, 2026. The mandatory launch of the e-Excise system for all producers and importers will take place on November 1, 2026. These changes are important steps towards modernizing the taxation system in Ukraine.

Annual losses of Ukraine from illegal tobacco and alcohol circulation amount to about UAH 30 billion. The implementation of the e-Excise system, along with other initiatives, aims to reduce this negative indicator. For instance, the Tobacco Track & Trace system in the European Union has helped reduce illegal tobacco volumes by 20%. The e-Excise project is being implemented by the Ministry of Digital Transformation in cooperation with the Ministry of Finance and the State Tax Service.

These innovations promise significant changes in the taxation and control system for the circulation of excise goods in Ukraine.
