Ukraine's EU Negotiation Clusters
Ukraine has initiated four negotiation clusters with the European Union and intends to open the remaining clusters before the close of 2026. The country is prioritizing reforms in justice, anti-corruption, and public administration. To accelerate progress on intermediate benchmarks, a dedicated Task Force was established in partnership with the European Commission. A positive evaluation of these milestones is anticipated by early 2027.
Progress in the Negotiation Process
The process of opening negotiation clusters began on June 15, when EU member states approved the launch of the first cluster, "Foundations," for Ukraine and Moldova. Further progress was made on October 12, when all 27 EU countries agreed to open two additional clusters for Ukraine. According to the procedure, five clusters remain to be initiated:
- Internal Market
- Competitiveness and Inclusive Growth
- Green Deal and Sustainable Connectivity
- Resources, Agriculture, and Cohesion Policy
- External Relations
Ukrainian President Volodymyr Zelensky has emphasized the importance of completing the opening of all negotiation clusters by the end of 2026. Sergey Koretsky, a Ukrainian official involved in the talks, stated:
"Our current focus is Cluster 1, 'Foundations of the EU accession process': judicial reform, anti-corruption efforts, and public administration reform." — Sergey Koretsky
He also highlighted plans to secure a favorable assessment of the interim criteria by early 2027. During Lithuania's EU Council presidency in the first half of 2027, Ukraine hopes to preliminarily close seven negotiation chapters—marking a key milestone in its European integration journey.
The opening of these negotiation clusters represents a critical step for Ukraine toward joining the European Union, reflecting both EU support and Ukraine's commitment to reform. Successfully meeting the established criteria will strengthen Ukraine's ties with the EU and bring it closer to full membership. Progress in fundamental areas like judiciary reform and anti-corruption is essential for advancing Ukraine’s path toward European integration.
As Ukraine moves forward with its EU integration efforts, the recent opening of two significant negotiation clusters marks a pivotal moment in its journey toward joining the single market. These developments not only highlight the country's commitment to reform but also set the stage for further advancements in the negotiation process.
