Ukraine Launches Its First Open Tender for Combat Drones

Україна оголосила про старт першого відкритого конкурсу на закупівлю бойових дронів.

Drone Procurement and Emerging Defense Technologies

The Defense Procurement Agency has initiated its first-ever open competitive tender for the acquisition of mid-range strike drones and reconnaissance-strike systems. Unlike previous processes, this tender will evaluate bids based on technical specifications rather than product names. This shift allows any Ukrainian manufacturer whose equipment meets the defined technical requirements to participate. The scale of this drone procurement under an open competitive framework is unprecedented.

Over the past six months, the frequency of strikes deep behind the front line has increased nearly tenfold, highlighting the growing importance of advanced military technologies. Notably, a competitive procurement process for long-range 155mm artillery shells already saved the state more than 16% in costs. This successful purchasing model will now be adapted for other unmanned systems, including deep-strike drones, FPVs, and other drone categories.

Ukrainian Drones Tested Internationally

In a related development, Ukrainian-made Magura naval drones were tested for the first time by U.S. special operations forces in the Indo-Pacific region. During exercises in the Philippines, these unmanned systems successfully struck and sank a target vessel, demonstrating their combat effectiveness. Ukraine is actively advancing its defense technologies to equip its armed forces with modern tools for operational missions.

The introduction of open competitive tenders in defense procurement could significantly reshape Ukraine’s defense industry, attracting new players and spurring innovation. Meanwhile, the successful international testing of Ukrainian drones underscores their global competitiveness and potential integration into allied defense frameworks. These developments create new opportunities for advancing military technology in Ukraine and strengthening its overall defense capabilities.

As Ukraine continues to innovate in its defense capabilities, the recent unveiling of new armaments for the Fury drone at the Eurosatory exhibition highlights the country's commitment to enhancing its aerial combat systems. This development not only reflects the ongoing evolution of Ukrainian military technology but also complements the strategic shift towards open tenders for drone procurement.
