Ukraine has implemented large-scale digital changes in healthcare: what has changed in 2025

In 2025, Ukraine implemented a series of important digital solutions in the healthcare sector, including electronic distribution into internships, the launch of new systems and registries, as well as the introduction of telemedicine technologies. Electronic healthcare covers over 49 thousand medical and pharmaceutical institutions, indicating the scale of the changes.

Among the key achievements of the year, it is worth noting that 475 thousand medical and pharmaceutical workers gained access to new digital services. An important event was that more than 2.5 thousand intern doctors began their internships as a result of digital distribution, ensuring transparency and efficiency in this process. The introduction of electronic medical records allowed for the preservation of 5 billion medical records in the patient's electronic card.

Innovations in the medical field

Among the innovations, a Ukrainian-French telemedicine project was launched, under which 142 units of telemedicine equipment were delivered to Ukrainian medical institutions at a cost of over 4 million euros. This will ensure access to medical services in remote regions of the country. New integrations with state registries have been introduced, and international assessment tools have been added to improve the quality of medical services.

Furthermore, the development of the electronic epidemiological surveillance system is ongoing, which will become an important tool in the fight against epidemics. Ukraine also established a centralized cyber incident monitoring system that will protect medical data from potential threats. As part of digitalization, preparations for cross-border data exchange have begun, which will facilitate Ukraine's integration into the European medical environment.

Additionally, Ukraine received a grant for the implementation of a joint project with Estonia to connect to the MyHealth@EU network, which will further improve access to medical services for Ukrainian citizens. The IT solution implemented as part of these changes received the GovTech Award 2025, confirming the high level of innovation and effectiveness of the innovations.

Large-scale digital changes in Ukraine's healthcare in 2025 ensure significant progress in the healthcare sector, increasing the accessibility and quality of medical services for the population. The implemented solutions not only modernize the existing infrastructure but also create new opportunities for the development of telemedicine, which is especially relevant for remote regions. These changes could become the basis for further improvement of the healthcare system in Ukraine, integrating the country into European medical standards and practices.
