Universal Special Account for Child Payments Under Development
Denys Ulyutin, Ukraine's Minister of Social Policy, has announced plans for a single universal special account covering all child-related benefits. This new system aims to simplify access to various types of support, including:
- childcare allowance for children up to one year old,
- eYasla (a state-funded childcare program),
- Baby Box (a package of essential items for newborns),
- School Pupil Package (supplies for school-age children).
“We have drafted a regulation on the timeframes for using children’s funds. It has passed all approval stages and will soon be reviewed by the Cabinet of Ministers of Ukraine. At the same time, we are working to universalize the special account for all child payments,” Ulyutin stated.
Funding and Digital Innovations
According to the Ministry of Social Policy, in April 2026, 1.3 billion hryvnias were spent on childcare allowances for children under one year old, and 78 million hryvnias on the eYasla program. Over 114,000 mothers received childcare payments, while nearly 5,500 families benefited from eYasla.
Additionally, the Ministry of Social Policy, together with the Ministry of Digital Transformation, is developing a digital solution for submitting applications for child benefits via the Diia platform. This initiative aims to further simplify the process for parents. New family support programs have already proven effective, and further steps in this area could lead to even greater assistance for Ukrainian families.
The introduction of a universal special account for child benefits in Ukraine represents a major step toward making social services more accessible for parents.
