This situation may prove particularly critical for high-rise buildings. Oleg Popenko emphasizes that the restoration of damaged structures is happening very slowly, which could lead to serious problems during severe frosts.

The hardest-hit regions are Kharkiv, Poltava, and Chernihiv, and the government must make efforts to ensure the country has fuel. Experts recommend preparing in advance for possible problems and having certain reserves and solutions in case of heating failure.
