New Requirement for International Road Haulage in Ukraine
Starting July 1, 2026, a fresh regulation will come into effect for international trucking operations in Ukraine. Any heavy goods vehicle registering for cross-border transport for the first time must be fitted with a second-generation smart tachograph (G2v2). This mandate forms part of Ukraine’s commitments under the Freight Transport Liberalization Agreement with the European Union, a key milestone in aligning the country’s road transport sector with the EU’s single transport area.
Features and Benefits of Smart Tachographs
These next-generation smart tachographs automatically log driver work and rest periods while also tracking the vehicle’s location. Compared to standard digital tachographs, they offer stronger tamper resistance. The installation requirement applies only to trucks that are newly registered in Ukraine for international routes after July 1, 2026.
Currently, over 100 centers across Ukraine are equipped to issue and service smart tachograph cards. More than 29,000 such cards have already been distributed. Additionally, inspectors from the State Service of Ukraine for Transport Safety are undergoing training to operate the new devices.
The Ministry of Communities and Territories Development has also revised rules for international bus services, adjusting application review timelines in the carrier’s online portal and tightening oversight of actual route execution. In a related development, Ukraine and Albania have signed an agreement on international road transport. As the Ministry notes,
“this requirement is part of Ukraine’s obligations under the Freight Transport Liberalization Agreement with the European Union (transport visa-free regime).”
The new smart tachograph rule aims to boost safety and efficiency in Ukraine’s international trucking sector, aligning with EU standards. It also reflects Ukraine’s drive to integrate into the European transport framework, potentially improving conditions for carriers and supporting economic growth. Furthermore, the updated bus transport regulations and the pact with Albania underscore Ukraine’s proactive efforts to enhance transport infrastructure and cross-border cooperation.
