Meeting with the Secretary-General of the International Maritime Organization
A working meeting was held in London with Arsenio Dominguez, Secretary-General of the International Maritime Organization (IMO). Discussions focused on Russia’s ongoing attacks on Ukrainian port infrastructure and initiatives to support Ukraine during the conflict. Notably, a technical assistance project called 'IMO for Ukraine' was presented, designed to strengthen maritime security in the region. This initiative underscores the IMO’s role in addressing threats to global shipping routes.
Challenges in Countering Russia’s Shadow Fleet
Special attention was given to the challenge of combating Russia’s shadow fleet, which regularly conducts illegal operations. It was noted that Russia attacks Ukrainian port infrastructure, civilian vessels, and logistics routes on an almost daily basis. In this context, the issue of illegally exporting Ukrainian grain from temporarily occupied territories was raised, posing a threat to food security in Ukraine and worldwide. For instance, Russian ships carrying stolen Ukrainian grain have docked at ports in IMO member states, including Israel, Egypt, and Saudi Arabia.
The meeting also addressed strengthening the resilience of the maritime sector, ensuring shipping safety, and protecting port infrastructure. Participants discussed sanctions policies targeting Russia’s shadow fleet and the need to implement monitoring mechanisms for illegal grain trade.
“Through joint efforts, we will protect Ukrainian ports and the principles of free navigation,” meeting participants stated.
“Ukraine remains a maritime nation and a guarantor of global food security,” they emphasized. Ukrainian ports continue to operate within the framework of the Ukrainian Maritime Corridor, despite existing challenges.
This meeting highlights the importance of international support for Ukraine amid ongoing Russian aggression, especially concerning threats to food security. The 'IMO for Ukraine' initiative aims not only to protect ports but also to ensure the stability of maritime routes, which is critical for exporting Ukrainian goods. Given the relentless attacks on maritime infrastructure, the international community remains a key player in countering aggression and sustaining Ukraine’s economy.
In light of the ongoing discussions about maritime security, it is essential to recognize the recent new initiative aimed at enhancing shipping safety launched by Ukraine and the IMO.
