Council of Europe and Italy Provide €50 Million to House 2,200 Ukrainian Families

Funding Ukraine’s Housing Reconstruction Efforts

Ukraine has secured €50 million from the Council of Europe Development Bank and the Italian Government to compensate families who lost homes due to Russian military aggression. This funding will support housing certificates under the national "eRecovery" program, enabling approximately 2,200 families to obtain new housing. The framework agreement for the second additional financing tranche of the HOME project was signed on June 26, 2026, during the Ukraine Recovery Conference (URC-2026) in Gdańsk. The total new funding package amounts to €100 million, half of which is contributed by Italy through the Council of Europe Development Bank.

Previously, Ukraine raised €200 million through earlier phases of the HOME project, which financed over 6,000 housing certificates. The HOME initiative is a joint effort involving Ukraine’s Ministry of Finance, Ministry for Restoration, Infrastructure and Transport, and the Council of Europe Development Bank. By August 2026, more than 88,000 families have received housing certificates totaling 112.6 billion UAH, with over 33,000 families already purchasing new homes through the "eRecovery" program.

“This is the first tranche of an additional €100 million agreed upon with partners at the URC-2026 in Gdańsk,” stated Ukrainian Prime Minister Serhiy Koretsky.

Deputy Minister of Finance Olga Zykova emphasized that "the housing certificate mechanism has proven its effectiveness, making stable and predictable funding essential for us." This new financial injection marks a crucial step in restoring housing for affected Ukrainians, while also strengthening the country’s economic stability and social protection. The initiative highlights the vital international support Ukraine continues to receive in rebuilding after the conflict, which is key to the nation’s socio-economic recovery.
