Canada-Backed World Bank Loan Brings $841 Million to Ukraine for Pension Support

World Bank Financial Support Bolsters Ukraine's Pension System

Ukraine has secured $841 million through a World Bank loan guaranteed by the Canadian Government to cover state pension payments as part of the PEACE in Ukraine initiative. Prime Minister Serhiy Koretsky announced this funding, which stems from agreements made in September 2026 and aims to ensure timely financing of the country’s vital social expenditure.

The PEACE in Ukraine project now totals $54.3 billion following the signing of its 27th agreement. The loan deal was formalized in September 2026 by Ukraine’s Finance Minister Serhiy Marchenko and Robert Som, Regional Director for Eastern Europe at the World Bank. Since February 24, 2022, Ukraine has received over $73.8 billion in financial aid through World Bank mechanisms, with grants constituting more than $53 billion of that support.

The Impact of the PEACE in Ukraine Program

Prime Minister Koretsky emphasized that PEACE in Ukraine represents the largest investment project in the World Bank’s history and is a cornerstone for maintaining Ukraine’s financial resilience.

“We are grateful to the Government of Canada and the World Bank for their crucial and timely assistance amid the significant budget shortfalls,” he stated.

The Ministry of Finance continues to collaborate closely with the World Bank and international partners to mobilize budget resources and uphold macro-financial stability through 2026 and beyond.

Finance Minister Marchenko highlighted the significance of the funds received:

“These resources enable the prompt financing of essential social services. The PEACE initiative remains one of the most effective tools supporting Ukraine’s budget. I thank the Government of Canada and the World Bank for their partnership and commitment to Ukraine’s financial stability.”

In addition to the pension funding, Ukraine also secured:

  • $60 million for education backed by guarantees from the Japanese Government;
  • nearly $600 million through the World Bank’s SPIRIT project to support social protection for vulnerable populations.

Most recently, in Gdańsk, Ukraine and the World Bank signed agreements totaling $3.39 billion aimed at budget support and ongoing reforms.

This agreement marks a critical milestone in Ukraine’s efforts to fund social payments amid the economic challenges stemming from the ongoing conflict and its aftermath. Continued collaboration with international financial institutions like the World Bank and the Government of Canada highlights Ukraine’s commitment to sustainable social stability. The substantial funding also reflects strong confidence from global partners in Ukraine’s economic policies and reform agenda.
