Implementation of a special legal regime for peatlands
Ukraine is introducing a special legal regime to protect peatlands through a draft resolution of the Cabinet of Ministers of Ukraine. This draft has been prepared by the Ministry of Economy, Environment and Agriculture of Ukraine and is being implemented in collaboration with the UNDP Ukraine development program. Financial support for the initiative is provided by the Global Environment Facility.
Main features of the new legal regime
Among the main features of the new legal regime concerning land use on peatlands is the restriction on changing the designated purpose of such lands. This means that landowners will not be able to change the purpose of their plots located on peatlands, which will significantly impact their exploitation possibilities. However, there are considered exceptions for national security objects that may allow certain changes in individual cases.
It is important to note that the new regime does not change the existing designated purpose of already formed land plots, which will allow preserving the existing rights of landowners. Statements and proposals regarding the draft resolution can be submitted within one month from the date of its publication, which allows the public to express their opinions and make corrections to the document.
The implementation of a special legal regime for peatlands is an important step towards preserving ecological stability in Ukraine.
Peatlands perform important ecological functions, including carbon storage and support for biodiversity, making their protection relevant in the context of climate change.
