Arms Exports: A Strategy to Bolster Ukraine's Defense and Economy

In a significant move to strengthen both its national defense and economy, Ukraine has initiated a program to export military equipment, including drones. President Volodymyr Zelenskyy has approved the new membership of the Interagency Commission on Military-Technical Cooperation and Export Control. This body, led by Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov, is tasked with establishing a state-controlled mechanism for selling arms to partner nations. This initiative comes as Ukraine's defense industry has rapidly adapted and innovated during the ongoing conflict.

Ukraine's production capacity in unmanned systems, electronic warfare, and reconnaissance now far exceeds the volume of state procurement. This demonstrates the country's potential to manufacture advanced weaponry, which can be used not only for its own defense but also for cooperation with allied states. By 2026, ten export centers producing Ukrainian drones are planned to open across Europe.

“These decisions are already being implemented by central government bodies and members of the interagency commission,” emphasized Rustem Umerov.

He also stressed the importance of converting Ukraine's unique combat and technological experience into a sustainable industrial capability. “Controlled arms exports pave the way for new security alliances and investments in the defense sector,” Umerov added.

A coordinated arms sales program to partners will attract new investment for developing defense technologies and foster the creation of innovative products for Ukraine's Defense Forces. Consequently, drone exports will not only fortify the country's defense but also stimulate economic growth.

It will enable the country to enhance its military capabilities and draw investment into its defense industry. The formation of the new regulatory commission signals the state's intent to systematically manage and develop military-technical cooperation with other countries, which could significantly impact the regional security landscape.
