Ukraine Launches Large-Scale Program for 230 Frontline Communities: What Will Change

Support Program for Frontline Territories in Ukraine

In 2025, Ukraine launched a large-scale support program for frontline territories, covering 230 communities with a total population of 6.6 million people. This initiative will be an important step towards sustainable development and effective governance in these regions, which require special attention and support. The program includes the implementation of numerous measures aimed at improving the living conditions of residents in frontline communities.

To implement the State Strategy for Regional Development by 2027, an Action Plan for 2025–2027 was approved. This will allow for the systematic organization and coordination of efforts by local government bodies, as well as attracting additional resources for development. At the same time, the State Target Program for the Fair Transformation of Coal Regions in Ukraine was approved, which will be in effect until 2030. This program aims to ensure sustainable development in coal regions that require reform and modernization.

Investment Projects and Financing

As part of the program, a Unified Project Portfolio (UPP) for 2026 was formed, which includes 131 investment projects and 64 programs. This indicates active work on creating infrastructure and social services in frontline communities. Additionally, 761 medium-term investment plans of communities and 21 plans of regional military administrations have been submitted, further emphasizing the importance of investments in these regions.

Funding through the State Regional Development Fund was restored for an amount of 1 billion UAN for the implementation of 48 projects. For the next year, funding of 2 billion UAN is planned, which will significantly expand opportunities for regional development. About 1,200 communities have joined the 'Shoulder to Shoulder' project, indicating active participation of local authorities in implementing the program.

Furthermore, frontline communities have already received 260 million UAN from partner communities, which confirms support from other regions and international partners. This comprehensive program is an important step in the development of frontline territories, which can change their face and improve the living conditions for residents.
