Who Can Get a Discount on Housing and Utility Bills
The Pension Fund of Ukraine has clarified that people no longer need to claim housing and utility benefits only at the address where they have an official registration. They can also apply at the place where they actually live. Applicants must support the request with documented proof of residence, for example:
- a certificate confirming registration as an internally displaced person,
- a lease agreement for the dwelling,
- an official assessment of the household's living conditions.
Only people included in the official Register of Persons Entitled to Benefits may receive the discount. The procedure for running this register is set out in the Regulation approved by Cabinet of Ministers Resolution No. 117 of 29 January 2003. The benefit can be granted either at the person's registered address or at their actual residence.
Proving Where You Currently Live
Actual residence can be established using any one of these three key documents:
- a certificate recording the person as an internally displaced person,
- a rental agreement for the home,
- a survey report on the household's material and living conditions.
If the applicant has none of these documents, an inspection report may still serve as the basis for the benefit. That report can be prepared by an official from the executive body of the village, settlement, or city council in the territorial community where the person actually lives.

This clarification from the Pension Fund can substantially improve access to benefits for many Ukrainians, especially internally displaced people who often face difficulties confirming their housing conditions.
