Medication Transport Rules at Ukraine's Border
Ukraine has established clear guidelines for bringing medicines across its border, specifying which drugs are allowed, what restrictions apply, and what paperwork is required. Travelers are permitted to carry a standard set of medications for personal use. This includes:

- pain relievers
- cold remedies (sprays, lozenges)
- insulin

Sunscreen, vitamins, dietary supplements, bandages, and contraceptives are also allowed without special restrictions.
Limits and Documentation Requirements
However, there are important limitations. Liquid medications in carry-on luggage must not exceed 100 ml per container and must be placed in a clear, resealable plastic bag. Drugs containing codeine or ephedrine are banned—common examples include Corvalol, Valocordin, and Barboval due to their phenobarbital content.
Psychotropic or narcotic substances can only be transported with a prescription or a special medical certificate from a doctor. The list of such substances is defined by Cabinet of Ministers Resolution No. 770. Roughly 90% of prescription drugs must be declared in writing. As a general rule, no more than five packages of any single medication may be brought into Ukraine per person.
For larger quantities or specialized medications, you must provide a prescription stamped and signed by a doctor in your name, a copy of your medical record or a certificate stating your diagnosis and treatment plan, and a pharmacy receipt. Many countries also require medical documents to be translated into English or the language of the destination country. All documents must be certified with the medical institution's seal and signed by the chief physician.
These regulations are designed to protect patient safety and control the circulation of pharmaceuticals within Ukraine. They also reflect the government's efforts to prevent the illegal trade of narcotic and psychotropic substances, which can pose a public health risk.
