Oleg Popenko, head of the Union of Utility Services Consumers, has provided a step-by-step guide for consumers facing unreasonable charges for electricity or water. A particularly critical issue involves heating, stemming from Government Resolution No. 315. This regulation permits utility providers to automatically charge residents for heating common areas, adding an extra 10% to 25% to a building's total heating cost.

Oleg Popenko noted that Resolution No. 315 opens the door to various questionable billing practices. He also emphasized that despite numerous public complaints, lawmakers have not acted to repeal the resolution, forcing people to pay for heat they do not personally use. This situation is especially burdensome during the winter months, when energy costs are a primary concern for family budgets.

Steps to Take When You Receive an Incorrect Bill

Oleg Popenko outlined a clear course of action for dealing with inaccurate utility invoices:

  • First, verify the meter readings on your bill against your actual meter.
  • If the numbers do not match, file a formal complaint with your provider, whether it's the regional power company or the water utility.
  • Demand that the provider, at its own expense, inspect and verify the accuracy of your meter.
  • If a meter malfunction is confirmed, insist on a full recalculation of your bill.

It is crucial for consumers to understand their rights and the procedures to follow when problems arise, in order to avoid unnecessary expenses.
