The average nominal salary in Ukraine in 2027 may rise to UAH 34,409. This is approximately UAH 4,300, or 14.4%, higher than the expected average for 2026. For comparison, in July of this year, the average salary was UAH 32,243. This is reported by NV Business referring to documents from the 2027 state budget project.
What will the average salary in Ukraine be in 2027
In the documents for the draft law on the State Budget for 2027, the government estimates the average nominal salary for the next year at UAH 34,409.
For 2026, the expected average annual figure is UAH 30,088. This nearly coincides with the previous forecast of UAH 30,032 used during budget preparation.
Thus, in nominal terms, the average salary could increase by UAH 4,321, or approximately 14.4%. However, the forecast does not mean that most workers will receive such amounts: actual salaries vary significantly depending on the profession, region, and industry.
The government has also improved the forecast for real salary growth in 2026. Instead of the previous 5.1%, an increase of 7.4% is now expected. One of the reasons is a lower estimate of the average annual inflation.
The difference between industries is already significant. In July, employees in the information and telecommunications sector earned an average of UAH 78,716, while in education, the figure was UAH 20,237.
Labor shortages will continue to push salaries upward
One of the main factors for the growth of wages is the lack of qualified workers, according to the government. The market is simultaneously affected by migration, mobilization, and the mismatch between candidates' skills and employers' needs.
«The pressure to increase wages will persist due to the lack of qualified workers caused by migration, mobilization, and professional qualification disparities», it is stated in the explanatory note.
The highest demand for personnel is predicted in defense production, energy, construction, transportation, and other sectors related to the country's recovery. The shortage is already forcing employers to raise rates: for certain skilled jobs, salaries reach UAH 50-67.5 thousand.
At the same time, the budget project provides for an increase in the minimum wage. Starting January 1, the minimum salary is set to rise from UAH 8,647 to UAH 9,546, that is by UAH 899 or 10.4%.
Thus, the projected average salary growth of 14.4% will be quicker than the increase in the minimum wage. However, the actual purchasing power of incomes will primarily depend on inflation and the labor market situation over the next year.
