Ukraine’s Center for Countering Disinformation has officially refuted claims that a law—allegedly numbered 395/2026—was passed to cut off mobile communications during air raid sirens. These reports are completely false. The Center stated that no such legislation or regulation limiting mobile service under these circumstances has ever been enacted. The government resolution and presidential decree bearing the number 395/2026 deal with entirely unrelated matters and do not govern the telecommunications sector.
