The Polish government has prepared a bill that proposes a gradual abolition of some provisions of the special law on assistance to Ukrainian citizens. The proposed changes could significantly complicate employment for nearly a million Ukrainians and have already raised concerns among employers. This is reported by inPoland.
The relevance of the issue is increasing against the backdrop that from March 5, Ukrainians who are in Poland under temporary protection will lose the special rights provided by the special law. At the end of December 2025, the Government Legislation Centre published bill No. UD345, which changes the rules for the stay and employment of foreigners, including Ukrainian citizens. At the same time, employers' organizations were not involved in public consultations.
Employment of Ukrainians in Poland: what restrictions are proposed
One of the most controversial provisions of the bill concerns the simplified procedure for assigning work. According to government proposals, the possibility of legal employment under the notification procedure will remain only for Ukrainians with temporary protection status.
Expert of the Konfederacja Lewiatan, Nadiya Vynyarska, warns that this may cause organizational chaos in companies. Employers will have to separately verify the legal status of each foreign worker, increasing the risk of errors and illegal employment, especially in sectors with a labor shortage.

Bill on special law: risks for the labor market
The document also provides for an extension of the suspension of administrative proceedings regarding foreigners until March 4, 2027. According to experts, this does not simplify the system but actually blocks the consideration of cases, leaving foreigners without a clear legal status and creating additional risks for employers.
Currently, the procedure for legalizing residence in Poland takes, on average, more than a year. Konfederacja Lewiatan calls on the government to abandon the suspension of administrative proceedings and to maintain the possibility of employing Ukrainians under the notification procedure regardless of the grounds for their stay. In case restrictions are maintained, the organization proposes to postpone them for at least until March 2027 to implement transitional mechanisms.
