Ukrainians in Poland have been informed about who will need to exchange their driving licenses. As reported by 'Hvylya', this is stated by Spólno Wspólnie.
Citizens of Ukraine who are in Poland under the temporary protection program (PESEL UKR) can use their Ukrainian driving licenses only until September 30, 2025. After this date, they will need to obtain a Polish driving license. The procedure for exchange is allocated six months, but it is recommended to start the application process in advance.
The requirement also applies to international driving licenses of the Ukrainian model. Additionally, individuals who have been in Poland for more than 185 days in a year (for any reasons – visa, residence card, etc.) are also required to exchange their licenses as soon as possible.

- in counties – at starostwo powiatowe

- Completed application form
- Original of Ukrainian driving license + copy + official translation into Polish
- Copy of the residence document (PESEL UKR in paper or digital form)
- Sometimes a passport is needed (internal or foreign)
- Photo 35×45 mm
- Payment: 100.50 zloty state fee + 125 zloty consular fee
Timeframes and procedure
The processing takes about 30 days. You can book an appointment online or through a live queue. During the exchange, the Ukrainian licenses will be confiscated, and a temporary certificate for driving will be issued.
What is not required:
- Theoretical exam - Ukrainians with PESEL UKR are exempt
- Medical certificate - usually not required, except in cases of expired or old licenses, or when adding categories
Consequences of violation
- Fine from 500 to 5000 zloty
- Possible temporary seizure of the vehicle in case of serious violations
- Insurance risks - denial of claims in case of accidents
After September 30, 2025, the automatic recognition of Ukrainian licenses in Poland (both national and international) will be terminated according to local legislation.
Earlier, it was reported that one of the EU countries wants to change the deadlines for temporary protection for Ukrainians.
