The disbursement for April differs, as the heating subsidy only covered 15 days—from April 1 to April 15. This calculation follows Resolution No. 848, issued by the Cabinet of Ministers of Ukraine on October 21, 1995, which establishes the rules for granting housing subsidies.
The official heating season runs from October 16 through April 15. As a result, subsidies for April were calculated for only half of the month, leading to a smaller total payout in May.
