Ukrainians abroad are set to have an easier time finding verified organizations, work consultations, public services, and voluntary return home. To this end, the Cabinet approved an experimental project of the Unity Network on October 28, which will unite support centers, a web portal, and consultants. This is reported by the Ministry of Social Policy.
Unity Network for Ukrainians: What support is planned for October 2026
A special web portal is planned to gather network participants, their contacts, areas of activity, services, and events. For a person seeking support in another country, this should reduce the search among disparate organizations.
Consultants, after training under a unified program, will assist with the following issues:
- access to public services;
- employment and professional development;
- opportunities in Ukraine;
- voluntary return.
«It is important to make such initiatives more visible, unite these efforts, and strengthen interaction between organizations and the state», — noted the Minister of Social Policy, Family, and Unity Denis Ulyutin.
Consultations will help navigate procedures, but they should not be confused with the actual processing of documents. For example, return certificates in case of lost passports are issued by Ukrainian diplomatic establishments.
Launch of the Unity Network abroad: next steps in 2026
The coordinator will be the Ministry of Social Policy, the operator will be the state enterprise «Agency for National Unity». Legal entities that support Ukrainians abroad and comply with the project principles will be able to join.
Organizations will enter into a contract for the use of the network brand under the terms of a public offer. The agency must publish these no later than two months after the resolution takes effect. This timeline pertains to participation terms, not the opening of all services.
The government message does not contain the address of the new portal or the start date of consultations. Therefore, the adoption of the resolution does not yet mean that all announced possibilities are already available.
The network focuses on information and maintaining communication with Ukraine. It is not declared a separate program for payments for return, and the decision to relocate home remains voluntary.
