Updates to Housing Subsidy Applications
Starting July 1, 2023, housing subsidies will be granted from the month a citizen submits their application. This adjustment aims to make the process easier and more straightforward. If a request is made within two months of the start of either the heating or non-heating season, the subsidy will be backdated to the beginning of that season—but no earlier than the date the applicant first became eligible.
According to Clause 75 of the Regulation on Housing Subsidy Allocation, approved by Cabinet of Ministers Resolution No. 848 on October 21, 1995, only certain groups of people need to reapply for a new period if they already received a subsidy during the previous one. To receive payments starting May 1, 2023 (the beginning of the non-heating season), applications must be submitted by July 1, 2023.
How to Apply for a Housing Subsidy
Citizens can submit their applications and supporting documents through the following channels:
- Service centers of the Pension Fund of Ukraine;
- Authorized officials from village, settlement, or city council executive bodies;
- Administrative service centers (TsNAPs);
- By mail to a local Pension Fund office;
- Online via the Pension Fund of Ukraine’s e-services web portal;
- The 'Pension Fund of Ukraine' mobile app;
- The 'Diia' unified state services portal.
These adjustments to the housing subsidy system are designed to improve accessibility and convenience for households needing financial help with housing costs. By enabling multiple submission methods—including online options—the government hopes to cut through red tape and make it easier for eligible families to get support. This reform represents a significant step in Ukraine’s social policy, potentially easing financial pressures on families amid ongoing economic challenges.
