Eligibility Conditions for Housing Subsidies
A resolution passed by the Cabinet of Ministers of Ukraine on October 21, 1995 (No. 848) sets the requirements for granting housing subsidies to individuals whose employment contracts have been suspended. Under this document, a subsidy can only be approved if the applicant has paid a unified social contribution (USC) equal to at least the minimum amount required for a given quarter.
The regulation stipulates that the USC payment period must fall within the quarter immediately preceding the quarter before the month of application or the month of automatic assignment without a formal request. For instance, if someone applies in June (the second quarter), they must have paid the contribution for October, November, and December of the previous year (the fourth quarter). At the same time, income used to calculate the subsidy is considered from June through December (the third and fourth quarters) of 2025.
