New Reporting Feature in Ukraine's Diia App: How to Account for Energy Equipment Funds

Online Reporting for Condominium Co-Owners

Starting May 4, co-owners of apartment buildings who received financial aid under the SvitloDim program can submit an online report on how they spent the funds on alternative electricity sources through the Diia portal. The report must be filed by the authorized representative or manager who originally applied for the program. Recipients must use the funds within 45 days of receiving them, and the report is due within 30 days after the equipment is installed, but no later than December 20, 2026.

The report requires the following details:

  • Name of the purchased equipment,
  • Serial number (if available),
  • Quantity of units,
  • Unit cost and total cost including VAT.

Some information will be automatically populated, such as the recipient's name, building address, and the decision details for the aid. The authorized representative must manually enter the data about the purchased equipment, according to the Ministry of Communities and Territories Development.

How to Submit the Report

For a successful submission, users must also attach purchase documents—these can include contracts, invoices, or delivery-acceptance acts—along with a co-owner resolution approving the report and photos of the installed equipment. The system will verify that everything is filled in correctly. If errors or missing documents are detected, a notification will indicate what needs to be corrected. The report can only be submitted after all fields are completed, documents are uploaded, and it is signed with a qualified electronic signature. Once done, the report will receive a "Submitted" status.

“Submitting the report is the final step, and the report itself does not require a separate decision based on its submission,” the Ministry of Development notes.

The SvitloDim program was launched in Ukraine in January 2023. Since February 2, entrepreneurs have been eligible for payments of up to 15,000 hryvnias and zero-interest loans for energy equipment.

The SvitloDim program aims to support apartment building co-owners in transitioning to alternative energy sources, which can significantly reduce electricity costs. The introduction of online reporting simplifies the reporting process and reduces administrative barriers for participants. This initiative is part of broader efforts to boost energy efficiency in Ukraine, especially given current challenges in the energy sector.
